1990-240 AW 70 OD update 200 1990

Issue: not shifting into 4th gear.

Ive flushed it/dropped pan.
Relay is good.
Replaced wiring from dash to solenoid.
All wiring is good.

I had the solenoid out yesterday. On the bench it tested fine. With the solenoid open, I blew through with canned air. There were no obstructions to the air flow.
So Im thinking perhaps the passageways into the tranny are obstructed. But, what is the best way to address that issue. Should I probe with something, or, as was suggested in the FAQ, start the car with the solenoid removed and go quickly through gears, allowing fluid to be expelled.
