Ignition/ECU/tach problem?

I have an '89 B230F (N/A) which has a couple of problems
1. On cold start up it runs rough and REALLY rich for the first 30 seconds or so. Then it eases into a "normal" running engine. I've researched this problem and most answers are "don't worry about it" But, I worry.
2. On occasion there is a fairly noticeable flat spot while accelerating and the engine comes close to dying when I stop (manual trans). It doesn't seem to have its usual power and while all this is happening the tachometer doesn't work, it just sticks somewhere. I'm thinking that it is ignition related (EZK 116). The flat spot feels as though the ignition advance isn't working properly.
Anyone have a similar problem?
Anyone have any suggestions/cures?
