1988 240 fuse 16 is killing me 200 1988

Just bought this 240. needs to get inspected but the right parking nd tail lights are out. isolated to this by leaving the instrument lights plugged into fuse. fuse only blows when i plug tailights in. Disconnected connector from tail light circuit board and fuse still blows. disconnected bulb failure sensor and fuse does not blow. need to figure out a.s.a.p. considering running new wire? any help greatly appreciated. thanx
