'90 240 Problem getting dye into a/c 200

I connected the 134a with dye to the port on the compressor next to the driver's fender, started the car, applied 12 volt to the compressor's power wire to engage the clutch, but couldn't get it to draw in any refrigerant. The pressure on the refrigerant gauge was around 85psi regardless of whether the compressor was running or not. Does this mean the compressor is shot or am I doing something else wrong?
