Headlights Won't Turn Off 200 1987

This one has me stumped. The headlights on my 87 245 don't always shut off with the ignition. At first they would shut off with the vibrations of the car but it has gotten steadily worse. Yesterday I wiggled the negative battery cable and that fixed it temporarily, but today they are going on and off with the accelerator/brake pedal and were staying on with the fuse pulled. I'm hoping it is not a short, but if it is, what's the best way to locate it? Does it sound like it's a relay?
