Cranks but will not start 200 1980

My son's 242 died on the off ramp.. Ok here's the story he was driving on the freeway when there was a slow loss of power. His car died and would not start turn over but will not start.. Fuel pump fuse #5 was ok replaced anyway.. Checked coil wire to distributor and plug wires all seems to be ok.. There is a new in tank fuel pump installed 18 months ago.. Could it be the fuel pump relay or something really simple.. I think it's a fuel issue or am I missing something electrical here..
