'88 240 intermittent no start 200

Howdy 'heads, my 1988 Volvo 240 suffers from an intermittent no start condition which seems to be a result of engine flooding.
The car will crank with good spark till I start to smell raw fuel.
Pulled the plugs only to find them gas fouled, even new plugs did not help.
I was able to start the car by pulling the 25amp fuse under the hood (shuts off fuel injectors).
After I got a few pops from motor I reinstalled the 25amp fuse and it ran fine.
Question: what is the most likely cause of intermittent engine flooding??
Leaky fuel injectors, bad ECM, Bad throttle switch ??
