If I understand your post correctly, you are turning the a/c on at the climate control panel in the cabin but the compressor is not running. There may be several reasons for this. Because you have already tried supplying 12v directly to the compressor with the engine running I presume, I would suggest that with the engine off you unplug the single compressor wire and supply 12v from the battery to the compressor. The clutch should engage, and you should hear it. The clutch works on an electro-magnet. When the magnet is energized with 12v, the clutch and compressor shaft are engaged with the pulley, turning the compressor shaft.
If you do not hear anything when doing this, your problem may lie in the clutch. If you do hear it, then there are some other tests to run. Make sure there is refrigerant in the system. It will be hard to know if you have enough simply by connecting a manifold gauge to the low pressure port without the compressor running, but you at least want to know if you have something in the system. The reading should be high.
If you have refrigerant in the system, you may have a faulty pressure switch on the accumulator/drier. You can unplug the wire to the switch and jumper the switch with the ends of a paper clip. Start the engine and turn the a/c on. With the jumper in place, if the compressor engages, you may have just found the problem.
It could also be the climate control switch in the cabin. With the engine running and the switch in the off position, turn the switch on and listen for a click. The click is the electric being supplied to the system. If there is no click, you may have an issue on the circuit board, such as a cracked solder joint.
