Blower motor always runs? 200 1989

Hi all.
The interior fan in my '89 240 always seems to be running on the "1" speed. When the knob is on "0" it blows the same as it does when I turn it to "1". I took the fan fuse out and it continued to run but stopped when I put it to 1,2,3 or 4. Not a huge issue, just kind of curious as to why it does it.
