Blower motor turns on only at high at first 200 1989

For my 1989 240, my blower motor turns on if I turn the dial to 3 or 4. Then after several minutes of running it lets me dial it down and keep it running at 1 or 2. Does anyone know what this issue is? I'm guessing it is mechanical and the blower has trouble spinning at the lower speeds. Is it worth replacing parts now or will this last years before it stops altogether?
