Fuel Gauge/Instrument Cluster Swap 940 to 740 700

Could someone clarify in a few brief steps some of the confusion I have after reading about this subject in the FAQs? I currently have a 1991 non-turbo 740 with two complete instrument clusters. I replaced the capacitors in one cluster and everything works except that the speedo pegs at 45mph. The other cluster also has a non-working speedo. I just bought a 1994 940 non-turbo cluster and I assume that if I just plug it into the 740 harness the gas gauge will read backwards. What's the next step? Work with the two style gas gauges only or the gauges and a 940 fuel sensor? I'm not interested in fooling around with the sensor so can I get a fully functional cluster without doing so? I know there is a lot of info in the posts and FAQs but I'm still confused as to exactly which parts I need.
