740 engine stumbling when revved once started 700 1991

IACV cleaned today.

But tell me, is it only OPEN/CLOSE, or does the voltage to it vary and therefore vary the opening?

i.e. when I plugged it to its harness with key on, it clicked open and bounced back shut. It had an internal buzz indicating it was energized.
I put 12V from the battery to it, and it opened and stayed open.

Let me know if I have reason to believe there is a problem related to this.
