Stall and hesitation 200 1990

1990 240 wagon, 200K stalls and hesitates. Get 1-1-1 code, so all is good there. Wiggle the CPS, no change. Car has low idle and often stalls when at stop light. Hesitates off the line too. Sometimes Check Engine light flickers when RPM's are low.....all lights go on when stalls. Problem just started happening. I don't know the history of the car too much. The Fuel Injection Relay has been replaced in the past year with a good brand. I pulled off the vacuum line for the idle control valve and RPM's increased. Problem seems to happen both cold and warm.

Prior owner said it had a tune up 3,000 miles ago where the flame trap was cleaned along with throttle body (so they say).
