K-Jet B21 takes its sweet time coming down from high RPM 200 1980

Just finished a full engine rebuild on a 80' B21F. I kept the original K-Jet system, but all new silicone vacuum hoses, etc. Car runs well currently, save one issue that has spanned before and after the rebuild.

After revving the engine, it takes it's sweet time coming back down to idle speed. For instance, if I rev to 3K rpm, it might take 6-8 seconds before returning to idle.

No indications there is an issue with idle. I can adjust the screw to either kill the engine or make it idle at 1500 rpm; I'm right in the middle of my adjustment range.

This issue has been present prior to the rebuild, before everything had been taken apart, inspected, and cleaned.

I've checked that the throttle returns to a zero position right after rev, and it does.

Any idea what could be causing this?
