Does this only happen stepping on the brakes? If not, could be running lights. Check your sockets where it goes into the taillight assembly. The socket is probably not making good contact with the circuit board. Before you pull a socket, block your brakes so the brake lights are on. Then just wiggle each socket for the brakelights. Then do the same thing with just the running lights on. You may find the culprit that way. Don't mix up the white and black sockets. They have a purpose where they are.
