Howlin' Fuel Pump -- 1994 940 Turbo 900

OK -- the fuel has started to howl, I filled the tank with gas to exclude possibility of low gas level in tank being the problem. Long shot no dice. Recently, just prior to appearance of this noise I have noticed difficult starting and 'lumpy' idling for a minute of two as I got going.

What's the best series of tests to do to isolate the problem?

I had this problem about 2 years ago and the dealer fixed it -- kinda. They replaced both pumps and I had to return it because the noise returned a few weeks later. They claimed the in-tank pump needed 'adjustment' of some kind. Also, the sender doesn't work (unrelated?).

So neither pump should really need replacing. Are there any other components of the system that could be the issue?
