"I'm guessing control pressure is off and/or the fuel distributor plunger is sticking in an open position."

• I had a plunger stuck high enough on a 240 so that the injectors started "singing" and squirting as soon as the pumps ran (jumping left sides of fuses 5 and 7). I think you can test for that by attempting to lift the airflow plate with the pumps running*.

* To run the pumps on your 140, I'm guessing all you need to do is remove the 2-pin airflow contact connector from the airflow unit and turn the Ignition On.

If the plunger is down where it should be, you'll immediately feel it's resistance to upward airflow plate movement.
[STOP when the injectors start singing. It doesn't take much to lift plate and plunger up to the idling level or more.]

If the plunger is stuck upward, the airflow plate will be easy to lift, and you may even hear the injectors -- as in this K-Jet VIDEO from Art Benstein.
