Throttle body adjustment, PLEASE HELP 700 1991

740 1991 Rex/Regina car, under 100K, very mint, in the family over 15 years.

Well I am really getting fed up with my idle problem that came up a month ago...

The TB is off the car. Can someone tell me how to adjust the position of the TB plate i.e. idle screw?
Should it be fully closed? Should there be a paper thin space around the plate when I hold it up and look throguh the light?

There are two air nipples on the top of the TB with small hoses off them.
When the TB is closed, on which side of te TB should the holes pull air from? The tinier of the two barely falls right under the throttle plate...

Please help! I cannot find info in the FAQ about this adjustment (only TPS which is pretty obvious)
