The 10-second response time is a great clue. Two important loads for fuse 12 are the electric window relay and the A/C compressor. Nice to have no A/C and then be unable to roll down the windows, eh? I've wondered at the passive aggression on the part of some Scandinavian engineer thinking about the US addiction for automotive air conditioning.
Anyhow, the Bentley is the best aftermarket manual and priced accordingly. The Haynes is OK too, but covers more years in fewer pages. Here's a link I built from Volvo factory manual diagrams, which shows how the A/C delay relay gates the power to the A/C clutch after 10 seconds of motor running. You must have a short in the clutch itself or the wiring to it. Once, I found it was just the clutch wire had vibrated on the compressor bracket until the insulation wore down. You could isolate it easiest by pulling the plug off of the low pressure switch on the receiver dryer (next to the washer bottle and radiator), thus disconnecting the wiring to the clutch.
