replacement horns not working? 200 1992

I am looking to replace the original wimpy horn, a single one is all that is left in the car, but it works. I have bought two sets from different makers, and the one set (high and low note) are the ones I used on the 93, but I can't get them to make a sound. Yet when I plug in the original, it works. I have tested the horns by jumping them directly to the battery and they work. Any ideas of what it could be?
