Switch Lights Not Working! 700 1990

I have an issue with my dimmer - dash lights go up.... all other lights go down. Instead of them going up and down together. Someone suggested a bad ground.

As for lighting, radioshack has lots of LEDs, but the brightest are "white" only. I would go for the green that volvo used over red. You basically have to focus different distances for different colors and red is a very "close" color.
