VSS diagnosis 200

I am starting the final fix on my 91 240. The non working speedometer/odometer.

I was told that the VSS on the rear axle should be removed and inspected. I have done that but what should I look for? Its rather simple looking and has magnetism....other than that how can it be tested? I used a test light on the wires leading to the vss from the trunk disconnect and with the key on I have no power to the wires. Does anyone know what fuse runs this as all my fuses appear good?
