Electrical issue with new car and where to buy non Scantech caliper rebuild kits 700 1991

I picked up a new 740 B230FT, AW70 wagon cheap, good body and seems fairly solid, needs brakes and a ball joint and my favourite...a heater core.

When I first turn the key to just before cranking the starter, the speedo jumps to 80 kph (50mph)turn farther and it cranks and starts. Then the speedo drops to by half (40kph)and all the idiot lights are on, they seem dimmer than usual.

I know I read the lights on somewhere on BB (of course can't find now) but the speedo????

any help appreciated.
