Volvo Experts needed/Idle air control valve issue 200

Hello all, I have a 1991 245. I keep getting a Idle Air Control Valve fault code. When I unplug it there is no idle change. I took the valve off and cleaned it up and made sure the shutter will move. It has a two pin connector and after an Ohm test it is dead on 8 ohms which is what the Bentley Book specifies. My car does not have a tachometer (yet) and seems to be idling a little high. I also looked at the connector to make sure the female connectors were not pushed back.

So... anyone know what kind of voltage I should get at the unplugged connector? Is it possible for an IAC to have the proper Ohm reading and still be bad? Any other tests I can do before buying a $200 valve?

I have cleared the code out twice and both times it instantly came back after starting the car up. Any help would be most welcome :)
