1972 e idle problem 140-160

My car will not return to a normal idle after an extended highway speed run. It didn't start happening til I noticed that both hoses to the idle control were split and loose on the nipples by the thermo housing. It wants to idle at approx 2.5K until I turn the air on. The problem does not happen on day to day driving but just after long 65-70mph runs on the interstate. Any Ideas? Thanks
