no power to FI Relay terminal 30/ 25amp fuse ok 200

I've got a no start problem. The power coming from the 25amp fuse is showing good but its not reaching the relay with key off. During crank there is no power at the two other terminals (86/87? can't remember but according to Bentley test). I do have power to the ECU.

I have recently had issues with the 25 amp fuse holder which was replaced. Then soon after the FI relay went bad and with a change of relay everything was fine for a short time. Now no power to relay. I've been searching the archive but haven't found anything helpful.

I checked the fuse panel and swapped out the FI fuses with good ones. Also rotated fuses a bit to get a better contact. Might need to try more cleaning.

So the 30 red wire goes from the 25amp fuse to the relay? Could the ignition switch keep the power from reaching the relay?
