Won't pass Smog Check in CA and another issue 700 1990

My 1990 740 Wagon (non-turbo) won't pass California smog check, despite many "tricks" that people have suggested, like put in premium gas and run the engine hot when going for the inspection. I suspectthat a replacement of the catalytic converter will do it. But because CA is more stringent than other states, I can't seem to locate a suitable part, as all the ones I see from online suppliers are NOT for sale in CA. I had the NOX sensor replaced a few years ago. So I think its the converter. Any thoughts on where to find a replacement catalytic converter for CA?

Secondly, the downshift over-ride would sometimes engage when I start the car and the yellow arrow would stay on and the Automatic transmission won't shift from a lower to a higher one. Even when I push the button on the side of the Automatic shifter to try to get it to disengage, it won't do anything. Then suddenly it would disengage by itself. I apologize if I can't describe the problem. Any thoughts on this problem?
