driver's side inner tie rod won't budge 200 1993

Greetings,
Spent the last few days going thru the 10 pages of search results here for 240 inner tie rod and haven't found any help. I've got the cam rack with completly round surfaces on the rack and tie rod, ie no flats. I can't get it to unscrew. Tried the biggest pipe wrenches and channel locks in the arsenal and the vice grips with the chain at the end. The tie rod end has the little recessed area for the washer to be pounded into but no washer. This rack was a rebuild from a local source around 5 years ago. Searched with good light and mirror and can't find any area that has been punched or deformed in any way as I saw alot of posts on how some of them are punched into place. When I start to apply force I always get to the point where it starts to slip on one of the 2 sides before it will turn. I'm ready to take drastic action which since heat or cutting won't help me will start by grinding flats into the tie rod side. Then from there I guess I'll just have to take the rack out and stick it in the vice. Has anybody encountered this before and any suggestions?
