a/c thermostat install 200 1983

put a new thermostat switch in today. when rotary switch is turned on, it makes a hissing sound where it attaches on right side of console, is that normal? I'm not getting any cold air. that could be lack of freon, not sure. i still have the old R12. also that black insulation won't stay on. do i need it? my wiring hookup is two green wires on right side, black wire and a red wire on top.
