92 240 Won't Shift Out of Park and Won't Start 200 1992

First this started out as the car would start but I wasn't able to shift out of Park in the mornings. I would press on the brake peddle and try to depress the shifting lever knob button for several minutes with no luck. After a while it would finally let me depress the shifting lever knob button and shift into drive.
Then several days agothe starter would not turn over. Battery was good with 12+ volts reading on voltmeter. I tapped on the starter solenoid and it started. I bought a rebuilt starter solenoid and installed that because I figured it was bad. I was wrong. It didn't work. Then I checked the old one and it had continuity from connection 50 to the field winding strap post (noted as M in the Bentley manual) and from connection 50 to ground. Therefore it wasn't the problem and I wasted time and money replacing it. I guess it could be the shift lock solenoid but I can find nothing about replacing it in the manual or even the part at IPDUSA or FCPGroton.

I've read this problem could be related to a bad start inhibitor/back-up light switch (Shown as 'E' in Figure 16 page 435-8 Bentley manual.) Is that what IPDUSA calls the Neutral Safety /Reverse Back-up lights switch? There is also a shift lock relay (shown as 'D' in aforementioned Figure 16.) I know where the neutral safety /back-up light switch is but if it's the hift lock relay where is it located.

Any advice would be greatly appreciated.
