Tight Gland Nut and strut nut...STILL Clunking 200 1993

I took the advice of a B'Ber and used the BMF hammer plus a long punch to hit the gland nut after 2 days of PB Blaster and it did not move. I used a friend's air wrench and tightened the top nut on the strut insert and STILL have clunking.
I think that the strut inserts may be wimped out and if so, then they are not pushing up with enough force to push the bottom of the shock all the way to the bottom of the strut tube. Does this make sense? I guess I will need a new set of strut shock inserts. KYB is my choice.
Does anybody have any ideas as to the source of the clunking. It clunks even when I jump on the bumper.
