Current Drain 200

1980 244DL B21F. Having starting problems. When I check for current drain (volt meter in line between neg term and neg cable) I got over 12 volts. So I proceed to remove fuses A combination of fuses #6-7-8-10 made voltage drop to 4.75 volts. but even with All fuses removed I stil get 4.75 volts. I have inspected connections at starter and alternator for grounding, no luck. Where is that 4.75 coming from? is it normal? Any thoughts on source from before mentioned fuse terminals? My fuel pump has been making noise lately but still functioning related? Any comments would be helpful thanks
