A/C Charged 2.2 LBS Compressor Starts Only When Jumped - A/C Switch No Effect 200

Hello, 1992 Volvo 240 w/ Volvo retrofit kit and about 2.2 pounds of r134a in the orifice tube A/C system, when compressor is jumped the air cools down & seems okay. But, the A/C switch in the cabin has no effect - the compressor does not turn on when used (the button does light up, though) and the condenser fan doesn't turn on ever. Any ideas? Is there a way to manually test the A/C relay and the low/high side pressure switches?

If I can't track done the electrical gremlin then I plan to hardwire the compressor and condenser fan to a switch in the cabin, then to the battery. Does anyone see any problems with that?

Also, what is the correct low side PSI (include at what RPM in response please)? Thanks!
