Hard to tell, the bolt sticking out may have already been coming out? THey probably could replace the fan clutch w/o removing the alternator belts but if they did they left the alternator belts poorly adjusted with the bottom of the alternator about to come off.

See if you can at least push or tap the bolt back into the mount. You will need the nut to fix this and probably loosen the belts to get the bottom mount attached. Then the alternator belts can be adjusted.
