Turbo seized - relace or rebuild? 700 1991

I've gone through another rebuilt Garret turbo unit purchased from a rebuilder. LLike the last one, only 3 years ago, the turbine wheel is seized, presumably from oil deprivation as my car burns a lot and leaks some so I am constantly having to top it up.

Question: Has anyone had success with rebuilding these units with the turbine seized? I assume that the rebuild kits will not include a turbine and I would have to find one separately. Trying to avoid another $400 fee.
