If you really are certain that the "Timing, etc all in order" bit is correct, I would consider plumbing in an anti run-on valve. The valve will close when the ignition is on, and open when off. As you turn the ignition off lots of air will enter the intake (for instance through a T in the brake booster hose), making the fuel/air mixture far too lean for the engine to run, and the engine will stop instantly.

If the run-on problem is a symptom of other matters, go after the underlying problem(s) as indicated by others.
