Belt tensioner bolt washer and tiny hole in trans filler tube 200 1988

Good evening,
Getting my old '88 back on the road. When I replaced headgasket I lost the thick sturdy washer that hold the belt tensioner in place. Anyone know where I can order one? I don't have time to go to the junk yard. Also when I refilled the transmission fluid it spilled out from a tiny hole about 3.5" down from the top of the filler tube. What is the purpose of this, to release pressure?
