1989 240 Pulsing P/S Steering Rack - Return Line 200

After sitting a few months, I finished replacing the balancer and related components on my 89 240. Started up - runs great - but the power steering return line pulses and you can feel the same pulsing in the rack through the steering column.
I found lots of air bubbles in the P/S fluid.
After driving awhile the problem seems to have gotten better but not gone.
Obviously I have air in the rack. The problem seems to be much less noticeable at high rpm's

Will this resolve on it's own or is it something that will require a rack replacement?
