Intermittent wiper (update) 200 1989

So, I found the location. Just took a little digging, and pulling up a metal backing plate. Anyways, the "new" used one from eBay, ironically works intermittently. I opened the relay up to view operation, and the wiper function is triggered by a spark moving once between two posts and a switch in the middle. However this one clicks loudly when the function ISN'T working. You hear like 4 rapid-fire clicks when it fails, instead of one click and a pause. This means it doesn't function and is worthless. But why? Is it just another broken relay? Or is something else wrong, like a wire or a ground somewhere? I'm just wondering if anyone can tell me based on how this relay is functioning and the strange noise produced. Or is it best to grab a new one?
