240 wagon overheating?? 200

It was 107 today here in TN. Here's my symptoms:
1. AC on (for what little good it does, it is actually better than nothing)
2. Temp Gauge goes to the middle of the red zone. Creeps down with moving at highway speeds.
3. Get home open the hood and crack the overflow cap, nothing but a little psssst. Temp gauge still in the middle of the red.
4. Water level is at the middle of the tank.
5. Used one of these cheap IR thermometer, top hose is around 198 degrees.

I don't think it's really hot. I have not bypassed any of the temp boards on any of my 3 240's, but willing to.

Am I missing something or is the by pass the next thing to do???
