Wheel lug tightening 200

So, i'm just making sure, is it required to tighten the wheel while its in the air? 81 lbs of torque to all nuts in the "star" tightening pattern, before you let it down? Ive heard some people say tighten all the way while its still up in the air, and i've also heard tighten while its up, but do the final torque down when you have it lowered on its weight... Which is the best practice?
