Heater and heater fuse 200 1984

Hi Folks,

Well, I recovered my old 1984 Volvo and the heater fan/motor is not working. Before I tackle the job of replacing that (so I could eventually fix the A/C), I checked the fuse (#3). It seemed alright but a bit blueish in the center. I put in another fuse that was there and seemed intact, 25A. Turned the car on to try if the fan would work and the fuse immediately started smoking and turning blue in the center.

Does it still mean that the blower motor needs to be changed or is there another issue somewhere? I don't want to spend 8 hours replacing a working motor...
