steering rack replaced & bled, still shudders while turning... 200 1989

I don't mean to harp on this, but is the belt new? If it's polished from previous slipping, it's useless. Also it must be a correct fit in the sheaves, not bottoming out in the groove. I've seen that too.
Hoses drain when the rack is replaced so replacing the hoses makes no difference at all. I've replaced pumps too without any trouble bleeding. I'm sure you've bled the rack properly. That leaves the drive belt, or the rack is faulty internally, and I hope that's not the case.
