Frozen headlamp nuts 200 1993

Was just doing a post-winter cleanup and noticed an inch or more of sitting water in driver's side headlamp. Thought I'd pull it out, drain, dry, and re-seal the lens, but the three retaining nuts are rusted up tight. Not having seen the other side of things, I'm not quite sure what I'm working against. I tried gently rocking the nut back and forth after a soak in penetrating oil. It feels like the bolt is turning before the nut will break free, so I gave up for now and left to soak some more.

Any bright (ha!) ideas or a description of the other side of those bolts would be most appreciated. cutting the nuts off looks tricky. There isn't much space. Maybe a cold chisel? Would it be possible to replace the bolt from the other side if I were to ruin one in the process?

I've learned my lesson on buying 240s with rusty fasteners.
