why is my inner tie rod boot full of fluid? 200 1982

Recently I changed out the tie rod boot and outer tie rods. After the repair i still kept losing fluid and after further investigation i found a plastic elbow was loose from the steering column on each side dumping fluid. I reattached the elbows/hose to back to the column and refilled the reservoir. The following day i went to check the level and noticed it was again low. I went below to see if there was any leaking and noticed both tie rod boots completely inflated nearly to the point of bursting with fluid. Whats causing this and how do i remedy this?
