In tank fuel pump - powered by fuse 11... and fuse 10?? 700 1990

Howdy all. So I have been bothered by my fuel pump being noisy and appearing to never do the prime cycle (as though it just stayed on with the key in KP2).

It turns out that what's actually happening is that both fuse 10 and fuse 11 are running power to the in tank fuel pump...

Can anyone think of a reason to do this, or was someone just in need of some more coffee many years ago at the used car stealership that sold my parents this car?
