Windshield wiper stalk acting up 200 1989

For awhile now and even after I got a new/used windshield wiper stalk and installed it I've had problems with the stalk turning off the wipers.

What happens is the wiper stalk is moved up or down and the then the wipers proceed to do their thing and then upon the stalk being returned to the 'off' position they do not respond and keep on doing their thing. IT requires me to futz with the stalk and kinda tweak it back towards the rear of the car and this seems to hit a spot that will cause the wipers to turn off. What is really annoying is that I have to hold the stalk in this position for some time or else upon letting go the wipers will start going again.

This was happening before I replaced the stalk. Also, my intermittent relay is not working either as I cannot adjust the wipers setting at all. Only got a normal pace and fast pace. I got a used intermittent relay a while ago off of ebay and popped it in there, but to no avail. So, dont know if that is part of the problem or if perhaps my windshield wiper motor is not properly grounded.
