Fast Idle after Flame trap change 700 1987

Hello again

After changing the flame trap on my car I can't get the idle below 1100 RPM.

Installed new gasket Also on TB.

Cleaned TB and IAC valve with carb cleaner checked all nipples and cleaned them.

Regulating screw is full closed
TPS gives continuity on rest breaks as soon as you move throttle
IAC opens if I pinch the hose it slows down more and more as i pinch

Have sprayed water all over the manifold joint to the head and on the injectors to see if I got air from them. No change

Disconnected pressure regulator vacuum hose no change

Same for hose coming into TB from cannister

only thing I have not cheched is power brake vacuum hose but brakes are fine.

When I turn it off and restart it starts fine but feels like flooded accelerates very sluggishly for about 5 seconds then goes normal. No problem driving
