Going way off the path here.. 700 1986

"...upon inspection of the camshaft cog i noticed that the white mark still present on belt indeed is WAY off from the dot on the cog. its hard to explain really and text wont post properly but white mark is TDC and the dot is a few teeth to the left."

The white belt marks are ONLY for initial set up when installing a new belt.

After that they mean nothing.

Timing is checked by comparing Cam to Crankshaft with #1 piston at TDC on compression stroke. Procedural details are probably in the 700/900 FAQ and maybe even the Haynes manual.
