New Fan Clutch - No change. 200

Temp needle on my 92 240 goes "almost into the red" while driving to work (15 minute drive)in hot weather. Stop the car and pop the hood. Fan is rotating freely. Order a new Aisin Fan Clutch from FCP Groton for $69.95. Install it. No change. Needle still goes "almost into the red" on my short drive to work, yet the fan rotates freely when the hot engine is stopped.

Are both old and new fan clutchs defective? (Both are Aisin)
Should I have ordered the more expensive one from FCP? ( two were listed )
